What 123TCP is
123TCP is the go-to service that connects contractors and utilities that need Traffic Control Plans (TCP) for their projects to a vast network of Traffic Control Plan Drafters (TCPD) to allow for the most efficient possible delivery, regardless of the area or complexity.
123TCP is not an Engineering Firm, is not a Contractor, and is not a government agency that can approve plans for use.
How 123TCP works
When a Customer needs a Traffic control plan, or TCP, 123TCP first collects the needed information about the project.
This is a quick, but thorough process done online to help match the project to potential Traffic Control Plan Drafters (TCPD).
123TCP maintains a vast network of TCPD who are all independent contractors (to the customer) that all have their unique specialties, tailored to the countless governments and approving agencies that require Traffic Control Plans (TCP).
This network ranges from qualified individuals with a specific skill set for a specific agency, all the way to licensed professional engineers & Traffic Engineers.

Members who meet the qualifications needed to draft the TCP required by the request for quote are invited to and bid on drafting the TCP.
Customers who need TCPs will review bid(s) to draft the TCP, and may choose to accept the bid that best suits their desires (timeline, quality, price, drafter, etc).
Upon accepting a bid, the customer furnishes the bid price as a retainer to authorize drafting the plan.
123TCP Management and Payment Process
123TCP manages this retainer throughout the process. Upon first delivery of the TCP, the TCPD is paid 1/2 their fee, with the second half being delivered at close of contract (after any logged revision requests close/close of revision window). Revision requests may both extend the time needed for final release, and may add cost depending on the scope of the revisions.
In the rare event of a default, where a TCPD fails to deliver a plan, either entirely, on time, or timely revisions in the allotted revision period, a customer may be entitled to a full or partial refund of the 123TCP fees. Furthermore, if a TCPD fails to meet the agreed deadlines, customers may be eligible for the 123TCP 120% money back guarantee. Because of this, 123TCP must collect payment in full and manage it throughout the process.
About the Process
When a customer needs a TCP, they are invited to create a Request for Quote (RFQ) input all the relevant and helpful information possible in a request for quote. This Traffic Survey of Information (TSI) contains all the information needed for the TCPD to help understand what may be needed on the specific traffic control plans. The information provided in the TSI is used to match the customer with potential TCPD that meet the needed unique qualifications.
TCPDs and customers are able to clarify through chat items on the RFQ. If a requote is needed by the customer for something that occurs in the chat or a change in timeline or scope, the requote button may be used unless the change in scope requires a new RFQ. Once a requote is requested, previous bids will be invalid and notify those TCPDs to requote the RFQ.
Estimates contain several key pieces of information. Most notably, a price to draft the described plan, referencing the survey, assumptions, a timeline from estimated acceptance to TCP Completion, and in accordance with 123TCP's basic revision policy unless otherwise stated on the quote.
Basic Revision Policy
All RFQs expire after 7 calendar days of request without bid acceptance. Customers may request a requote at a later date to renew this RFQ and TCPDs will need to requote at that time.
When the plan is completed, customers receive a link to TCP via email, and the plan remains available in the customer portal for three years.
Customers are able to expedite their TCP estimate with a non refundable expedited estimate fee to ensure the fastest plan delivery.
Customers are able to book a TCP consultation meeting to talk through project specifics once logged into the portal. Meetings require a non refundable consultation fee paid prior to the meeting. Meetings are only for consulting on closure recommendations and does not provide a TCP. A RFQ through the TSI is required to receive a TCP.
Most TCPs are priced to go through up to one round of basic revisions, and these are typically included within the estimates provided. Additional revisions, or revisions that alter the scope of work, may NOT be included, and may incur additional costs.
These costs are rare, ALWAYS communicated through 123TCP if needed, and MUST be approved prior to being incurred. All revisions, regardless of cost, require approval of the change to the revision delivery date and monetary change.
The contract is closed 28 days after initial delivery unless a revision is requested in that timeframe. If the revision is requested in that timeframe, contract closes when revision is delivered. Additional revision requests can be made through the chat and change order process with the TCPD.
Revisions that change the scope or significantly alter the initial request may not be included in the initial request, and can be requested through the chat and change order process with the TCPD. EXAMPLE – requested to close an area in one phase and revision requires multiple phases to get agency approval, this may require a change order to price the additional phasing.
Communication
Timely Communication between the TCPD and the customer often facilitates TCP Releases ahead of schedule. This requires both parties to respond promptly to communication on the chat board for the contract.
123TCP shares customer information ONLY AS NEEDED for business (with card processors, etc), and makes effort to minimize customer information exposure.
Issues and resolutions
At 123TCP, we believe that when looked at properly, it is never "you VS me", but instead "you AND me, VS the problem". With that attitude, we strive to avoid formal claims through direct interaction with our valued customers and outstanding independent contractors. In the event 123TCP cannot informally help a customer and TCPD come to an agreement to push forward, a formal claim will be made.
The claim/conflict between a customer and a TCPD will have 123TCP act as the mediator, and attempt to resolve the conflict in accordance with the principles in the terms of service. Please see the below flow chart for basic conflict resolution between Customers and TCPD.
TCPD's are backed by a 20% performance bond on all contracted work that backs up the 120% money back guarantee on plan delivery. The initial refund of 100% will be on the original payment method and the additional 20% will be a mailed check.
TCPDs whose bond has been claimed cannot accept new projects until they refurbish their bond value.
TCPDs must carry the 20% bond value for each 123TCP project they choose to accept at any given time, and cannot be rolled over until close of contract.
In a case, a contract results in a charge back and/or payment declined from a customer, that account is suspended until brought to date.

Except for the warranties expressly stated in this agreement, to the maximum extent allowed by law, provider disclaims all warranties of any kind, express or implied, including warranties arising under statute, warranties of merchantability, accuracy, title, noninfringement or fitness for a particular purpose or any warranties arising from usage of trade, course of dealing or course of performance. Without limiting the generality of the foregoing, provider specifically does not warrant that the services, deliverables, or software will meet the requirements of customer or others, or that they will be secure, accurate, complete, free of harmful code, or operate without interruption or error.
Customer acknowledges that in entering this agreement, it has not relied on any promise, warranty, or representation not expressly set forth herein or incorporated into this agreement by reference. The foregoing warranty does not apply, and provider strictly disclaims all warranties with respect to any third-party products.
