Adam Freeland, Founder

Adam Freeland launched his career in Temporary Traffic Control in 2011 after studying at the Colorado School of Mines, quickly specializing in Traffic Control Plan drafting. He spent a decade honing his expertise across industry leaders—including Statewide Safety (now AWP), Bay Area Traffic Solutions (now Cityrise), and Traffic Management Inc. (TMI)—before founding TCPAF Inc. in 2021 to provide plan drafting and permit expediting in California.

Recognizing a desperate need to eliminate middleman bloat and streamline the ordering process for stalled projects, Adam partnered with Professional Engineer (PE) Casey McEndree in 2024 to launch 123TCP. Today, 123TCP serves as the premier direct marketplace connecting contractors, utility crews, and project managers directly with qualified, independent draftspeople to get compliant plans approved fast.

Frequently Asked Questions

  • How is 123TCP different from traditional traffic control companies?

Traditional traffic control firms act as heavy middlemen. They often move slowly and try to bundle your TCP with expensive sign rentals, barricades, and flagger staffing you might not even want. 123TCP is a direct-to-drafter marketplace. We eliminate the middleman entirely, connecting you straight to qualified draftspeople and Professional Engineers (P.E.s) so you get pure, compliant plans without the upsell.

  • Who is actually drafting my Traffic Control Plan?

Your plans are crafted by experienced, independent traffic control drafters and registered Professional Engineers who understand local municipal red tape, MUTCD guidelines, and specific state DOT standards. Our network is vetted to ensure your plans are drawn accurately the first time.

  • Why don't you offer physical equipment rentals or flaggers?

We do one thing, and we do it with unmatched speed: we get your plans drafted. By stripping out physical equipment sales and field staffing, we remove administrative bloat and overhead. This laser focus allows us to turn around high-quality plans faster than traditional full-service barricade companies.

  • Can I join 123TCP as a freelance drafter or engineer?

Right now, our primary focus is dedicating all of our platform resources to serving our project clients and getting their stalled jobs moving. However, if you are a qualified drafter interested in future marketplace opportunities, you can submit your qualifications through the secondary "Become a Drafter" link located at the bottom of our website footer.
